• We require that a representative from your school, and the Architect, be
  present at our 'Bid Room' during the bid opening, to assure everyone
  that we get great bid coverage, with the highest ethical standards,
  correctly, in a timely manner.
  

Managing Risks

Are we required to award subcontracts to lowest bidder, or is there a way to
give preference to local businesses?

• You are given great flexibility with Construction Management at Risk. If
  you feel that you are given greater value by using a local, yet slightly higher
  priced subcontractor, the State of Texas has empowered you to make
  that decision. We can also say "no thanks" to subcontractors who show a
  history of poor performance, or appear to be a "high risk" candidate for
  employment.

• Under Construction Management, the Accounting for your project is
  available for auditing, down to the last penny.
